What are your settings on Photons tab?

Lightmap

Global photons = 600000 "Received"
Multipier = 1.0
N = 600 Low = 20%
Precache Distance = 50% High = 80%
Precache blur = 200% Steps = 4%

Ok as you see those bright spots in this render are not going to do any good. Your precompute render should be as smooth as possible.
Increase N to 1000 and Precache blur to 300%. If it doesn't smooth it out then increase it even more.
