Multiplier in photons tab will multiply the intensity of second bounces. So for example if you have a room with very small windows and it renders too dark, you can set multiplier to 5 and it will look alot brighter.
Precache distance is basicly the size of the cells. If your GI resolution is 1m then precache 50% would mean that cells will be about 0.5 meters in size.
When using Auto GI resolution the size of Gi resolution is computed automaticaly and you can see what the size it by looking at render window where it says "Precache scaled s=..." so s= 0.500 means 0.5 meters.

how with a small window in a room illuminate all room? another variants?

or Multiplier is the better way solution for this?
