Can somebody explain me why we put (surfaces option->photon mapping->Control FG rays->)min rays = 100 and max rays = 0 to render foliage?
Ie, by a math point of view, why the max is lower than min?

It means that always 100 rays will be used. But you can put min 1 max 100 if you want - in that case rays will vary between 1 and 100.
So the min value overrides the max one?
And now... to improve the 'shadow' effect inside the branches (and, so, to have the best volume effect in the foliage) I need to improve the number of the rays? I can't imagine this point.
I say this, becouse I have instanced trees somehow... flat

If min > max then max value obviously ignored.
I don't think increasing this values will give you any better looking trees. What you need to check is your surface settings. Try to make it behave as realistic as possible (reflection, diffuse, translucency...). This makes the biggest difference to the look of the trees.
