Understanding Kray Indirect Rays Shader

Hello,
is it correct that this shader is not only used in conjunction with self illuminating polygons but on surfaces that get hit by photons as well? So when I want to reduce the color bleeding on a surface, do I have to assign it to the lightsource (illuminating poly) that emits the light or to the surface that receives the light. Sorry if this has been asked before but I am a little bit confused about its correct usage. Thanks.
