Of course you can not simulate the real scale of powder. I think you should use BULLET but I am not sure how will behave calculation with big amount of objects.
Can be also done with Volumetric or better: particles I think.
But I am really not sure how do it.

If you can afford Turbulence, the best thing would be to use lightWave's particles with Turbulence TFD for the little powder smoke.
