Surfacing a Wall (Painted Eggshell)

I am relatively new to lightwave and would like some tips on this. Now that I have Kray I would like to shy away from using any specularity. So if I subscribe to the notion that all the surface attributes should add up to 100%... if an eggshell finish on a wall would have a reflectance of say 2% with 100% blurred reflections should the diffuse value be 98%? Thanks for any tips that you might be able to provide?!

It's not that they should add up to 100%, it's that if you add them up, it shouldn't exceed 100%. Typically, most materials have much lower values than that. A typical matte surface might have a diffuse level of 60%.
