'when rendering animation keep steps on 1'

From the manual:
Rendering Animations

Please remember to keep Steps on FG tab to 1 when rendering animations. If you use 2 or more too each frame will add many new samples which will eventualy cause too much samples and rendering will become very slow. In future we will fix this problem though.

What steps? I cannot see anything.

Under final gather tab in Kray gui you can find "passes" that earlier was named as "steps".

I've found I can't seem to get nice smooth lighting on flat surfaces lit solely by lumigons with passes set to 1, no matter how many other options I tweaked. 2 is much better but is, of course, much slower.

Are there any presets or setups good for animation/high-quality-stills that will work with passes set to 1?
