I checked the scene and it looks to me that the bump is creating the bright speckels. Also don't use reflection blurring at 100%. That's way too high... I don't go above 50% usually.
Oh yes and specular is really slowing down this render. If you want reflection to look similar to your specular you need a lightsource visible that the tyre can reflect. Specularity fakes that by assuming you have a point light source but with reflection you need to have a real (modeled) light in your scene.
